The Role of the CTC and Consultancy Services in Mining Projects
Mining projects are critical for the efficient and sustainable utilization of natural resources. MCC and advisory services play a central role in the planning, implementation and management of these projects.
MEDESA provides services to our miners both in the ecological utilization of resources by providing proper guidance and investment consultancy to new investors who will start the mining sector from scratch, and in the fulfillment of the technical and legal obligations required by the legislation of the mining law numbered 3213 in the ongoing mining activities together with the projects to be started.

MINING LICENSE APPLICATION
Within the scope of the first application procedures, after the Area Inquiry is made through the E-mining system, if the area is suitable; the first application application procedures are made through the E-mining system. The application is evaluated by MAPEG and the application status is changed into Area reserved. Detailed information about the application is included in the Evaluation Report and the 2-month license application process will be initiated. Within the 2-month period, the application is completed by paying the exploration license fee, uploading the financial qualification documents to the system, uploading the mining exploration project and preliminary investigation report. If there is no deficiency, the license is technically entitled to receive.
MINERAL EXPLORATION PROJECT
Mineral Exploration Project: It is the project that includes the exploration activities to be carried out during the exploration period and the investment information and financial competence for the realization of these activities. The Prospecting Project and Preliminary Investigation Report are prepared by us after the license application made through tender or first application. Within the 2-month period, it is submitted to MAPEG via the E-mining system together with the prepared Geology, Topographic, Locational Maps, Financial Qualification Documents, Exploration License Fee and company documents.
EXPLORATION ACTIVITY REPORT
Preliminary Exploration Activity Report: It is the resource report containing the grade/quality estimation in line with the data obtained for the mine specified in the mineral exploration project during the preliminary exploration period.
General Exploration Activity Report: It is a resource report containing information about the methods and practices specified in the mineral exploration project for the mine during the general exploration period and exploration activities such as drilling, splitting, wells, galleries foreseen for the detailed exploration period.
Detail Exploration Activity Report: It is the source report containing the information and other documents related to the methods and practices specified in the mineral exploration project for the mine during the detailed exploration period and the exploration activities such as drilling, splitting, wells, galleries.
Feasibility Report: It is a comprehensive report in which geological, mining, metallurgical, economic, marketing, legal, environmental, social and financial factors are examined in sufficient detail in the proposed mining project in order to demonstrate the economic operability of an ore resource.
The first 1 year after the issuance of the exploration license is the preliminary exploration period. The Preliminary Exploration Period is 1 year for all mining groups. Until the end of the preliminary exploration period; at least 3 Mineralogical and Chemical Analyses showing that the minimum activities have been completed, photographs showing the presence of minerals, Geology, Topographic, Locator Maps of appropriate scale and documents showing the investment expenditures related to these activities must be submitted to MAPEG as Preliminary Exploration Activity Report via E-mining system.
At the end of the preliminary exploration period, the exploration license entitles to a general exploration period of 2 years for Group IV mines and 1 year for Group II B, III and V mines. Until the end of the general exploration period; at least 5 Mineralogical-Petrographic and Chemical Analyses showing that the minimum activities have been completed, a total of 100 m core/hand core drilling from at least 3 different locations. It is obligatory to submit the General Exploration Activity Report to MAPEG through the E-mining system as General Exploration Activity Report, including photographs from the places where the mineral existence is detected, where the cleavage is located or from the drilling, Geology, Topographic, Locator Maps of appropriate scale and documents showing the investment expenditures related to these activities.
At the end of the general exploration period, the exploration license entitles the right to a detailed exploration period of 4 years for Group IV mines. Until the end of the detailed exploration period; at least 5 Mineralogical, Petrographic and Chemical Analyses showing that the minimum activities have been completed. For the IVA group, a total of 100 m drilling/5 splitting from at least 3 different locations, and for the IVB-C-E group, a total of 500 m drilling from at least 3 different locations. It is obligatory to submit to MAPEG through the E-mining system as a Detailed Exploration Activity Report all of the documents showing the investment expenditures related to these activities, photographs from the places where the mineral asset is detected, where there is cleavage and drilling operations, appropriate scale Geology, Topographic, Locator Maps and investment expenditures related to these activities.
At the end of the detailed exploration period, Group IV (b), (c), (ç) subparagraph mineral exploration licenses are entitled to a feasibility period if an application is made on the grounds that feasibility studies are needed following the detailed exploration period. It is the 2-year period in which the studies to be carried out in order to demonstrate the operability of the mineral resource determined at the end of the detailed exploration activities as an economic value.
If the exploration periods are completed before the end of the period, the next stages can be started without waiting for the end of the period.
MINE OPERATION PROJECT
After the mineral exploration period is over, for the transition to operation; it includes the projecting of many parameters such as license information, justification of the project, establishment location, apparent-possible-probable reserves, economic information, market status of the project, topography, working conditions, transportation, personnel status, relations with government offices, capacity and establishment location, machinery and equipment investment, total investment amount, operating period expenses, operating period revenues, evaluation. Within the scope of the operation project, information about the legal status of the license is given and the type of mine and permit area requested are specified. Within the scope of the project, detailed information about the location, rationale, investment process and deadline plan of the project is presented. Within the scope of the project, detailed information on the characteristics of the mineralization in the field, its boundaries, visible, probable, possible, possible and operable reserves are presented, and information on the infrastructure, ownership and permit scopes, as well as regional and detailed geological information about the area where the operation will be established. Along with the operation project, the characteristics of the ore to be produced in the field, market situation, place of use, installation, etc. Profitability analyzes are made in the light of the information and its contribution to both the national economy and the local economy is examined. In addition, the environmental and social impacts of the operation are evaluated and the scenarios for the opening and closing process are evaluated with both the plans and the legislative limit measures based on the written legislation.
